I couldn't find any documentation on how to do it. Here's the code I
modified from an answer to a slightly different question.
;; start the clock if there is a STARTED todo tag is in your remember template
(add-hook 'org-remember-before-finalize-hook 'my-start-clock-if-needed)
(defun my-start-clock-if-needed ()
(save-excursion
(goto-char (point-min))
(when (re-search-forward "* STARTED" nil t)
(org-clock-in))))
;; an example remember template
(setq org-remember-templates
'(("Task" ?t "* %^{Task status|TODO|STARTED|SUBTASK} %^{Brief
Description} %^G\n %^{subject}p %^{other-subjects}p
%^{sub-subjects}p %^{keywords}p %?\nCalled from: %a\nAdded: %U "
"~/notes/notes-log-090410.org"))
