Wonderful.  Thank you very much.  Can you please test whether it DTRT?
Two steps are needed.

(1) With emacs -Q evaluate the following forms one after another:

(customize-set-variable
  'display-buffer-alist
  '(("\\*text\\*"
     (display-buffer-reuse-window display-buffer-pop-up-frame)
     (reusable-frames . t))))

(setq display-buffer-mark-dedicated t)

(display-buffer (get-buffer-create "*text*"))

(kill-buffer "*text*")

After the last step the second frame should disappear.

(2) With emacs -Q evaluate the following forms one after another:

(customize-set-variable
  'display-buffer-alist
  '(("\\*text\\*"
     display-buffer-pop-up-window)))

(display-buffer (get-buffer-create "*text*"))

Now do

C-x o

M-x quit-window

The window showing *text* should disappear.
