in ~/.emacs:

(desktop-save-mode 1)

I also checked its value once emacs is newly running and it says:

desktop-save-mode's value is t

In the *Customization Option...* it says:

Desktop Save Mode: Toggle  on (non-nil)
     State : SAVED and set.

$ uname -vrspio
Linux 3.10.0-327.10.1.el7.x86_64 #1 SMP Tue Feb 16 17:03:50 UTC 2016 
x86_64 x86_64 GNU/Linux
