tramp-test32-utf8-with-perl both abort on Cygwin.  Please let me know

I will check myself. The commit didn't include the patch for BSD only,
but also a stronger check for both *-with-perl tests. Obviously, this
has shown the error, which was hidden so far. As intended.

Well, perl on cygwin behaves a little bit different. Cwd::realpath()
returns an error if the file to be checked doesn't exist.

I've adapted `tramp-perl-file-truename', Tramp tests shall pass now for
you. Patch committed to the emacs-25 branch.
