There is an index entry for `view-external-packages' that sends you to
(emacs)Help Files. But that command is not mentioned in that node at
all.
Probably, that command needs to be mentioned at that node.
In GNU Emacs 24.0.50.1 (i386-mingw-nt5.1.2600)
