Your certainly right!
But I suppose that more than the half is used for parsing perl, making
the rest smaller. 8)
take a look at regex-tool.el with 180 lines I have no fear to add
features.

But if you don't like the idea it's OK, do you mind if others try to
modularize your code?
(don't know if this is covered by the GPL)
