With emacs -Q, C-M-a from behind example below, stops at "(bar)", 
missing the beginning of function.

(defun foo ()
   (insert "
(bar)"))

Would call that buggy-by-design.
Whilst there is no need for this bug...

BTW how do you easily control it?
