But that is the main point of contributing a package to GNU ELPA: the emacs-devel "tyrants" review it, and then share (at least to some degree) the responsibility of supporting it. In general, that means accepting the collective opinions of emacs-devel. Or the head maintainer (not sure if John has accepted that position yet). You can also distribute the package through MELPA.
