But even so, control over email makes it a serious contender. Not sure what are the next steps (guess it's up to the new maintainer(s)), but deploying it somewhere we all could take a look would be a good choice. Next steps would be doing the same for a few other alternatives, creating a migration script, and an Emacs interface for it (probably by forking the debbugs package).
