Yes, sorry, false alarm; I had put a hack a while ago into my .emacs file temporarily for testing coding systems, and forgot that it was there. When I removed that hack, most of the problem went away. po-mode still has a coding-system problem with ASCII files (of all things!). I just now filed a bug report for it (Bug#21574). Surely this is low priority, as I expect hardly anybody uses ASCII .po files nowadays.
