* Can  I specify the encoding of file name?

I'm under japanese windows xp, and I could not to open some chinese
named file.

It seemed tha emacs23 convert chinese char as japanese char to
unicode? Sometimes it will be OK, sometimes it will be failed.

Will "M-x set-language-environment" solve this problem?
