The reason is that it's simpler for =E2=80=98message=E2=80=99 etc. to tra= nsliterate every=20 apostrophe than to employ more-complicated heuristics that are typically = wrong=20 anyway, typographically speaking. But I take your point that I should st= op=20 worrying about messages that merely say =E2=80=9CDon't=E2=80=9D.
