The issue doesn't arise now with =E2=80=98C-h t=E2=80=99 in an English lo= cale, since=20 etc/tutorials/TUTORIAL quotes "like this" which is fine for an ASCII-only= text=20 file. If this hypothetical issue ever happens I suppose we'll need to de= al with=20 it, but it's lower priority than the real quoting problems Emacs currentl= y has. Other languages can quote at will in tutorials using language-specific st= yles,=20 e.g., TUTORIAL.de quotes =C2=BBlike this=C2=AB. This is fine too of cour= se.
