You put (Bug#1234) into the top-level ChangeLog file. Later, 
`log-edit-insert-changelog' performs the conversion according to the 
value of `log-edit-rewrite-fixes'.

Indeed, that's why I mentioned it.

I either use the ChangeLog, or type out "Fixes: debbugs:1234" manually.
