I see that Stefan covered most of Glenn's points. A quick followup:

We could add that capability to gitlog-to-changelog, if needed. It shouldn't be
hard. I'm hoping it's not needed that much.

That's correct. It's mainly intended to correct serious errors, e.g.,
misattribution. To help give a feel for it, of the 3329 commits to GNU
coreutils master since it began generating ChangeLogs automatically, only 7 have
been corrected in coreutils' build-aux/git-log-fix file.
