This should work, indeed.  Does it work correctly by evaluating just

(set-frame-size frame 1894 1054 t)

interactively?

I hope it continues to work for you on Windows.  Here setting the
initial size works as expected on Windows.  I don't have OSX to test it.
BTW, does "maximizing" your frame on OSX work?
