My experience, such as it is, mirrors yours. Availability of compilers
is not a significant problem on GNUish and POSIXish systems.
It'd be reasonable to implement "Stefan-style FFI" assuming the presence
of a compiler, and then worry about systems lacking compilers later. We
wouldn't be any worse off than we are now.
