It is a customizable variable named mouse-highlight. Try "C-h v
mouse-highlight" and you will be able to customize it from there.
By the way, anyone knows whether is possible to disable only the text
background highlighting without disabling also the shape change of the
mouse pointer over links? I don't know anything about the X protocol but
I guess that this graphic feedback is more optimal than the font
background highlight, which might be the only responsible of the
performance problem.
