clipboard-kill-region does not fill the system clipboard,
when done in "emacs -nw -Q", from cmd. It accepts pasting
with C-y. Was trying with ascii contents from scratchpad.

I tested it working in emacs 24.2. Does not work since 24.3.

Windows 7, 64-bit, Polish version and locale.
