I think we have two bugs here:

(1) A maximized frame should never shrink due to a font change.

(2) There seems to be a rounding error present which always chooses to
     shrink the frame when changing the toolbar size.

If Jan does not find the cause of these, maybe someone who can reproduce
the problem could step in so we can debug it?
