For a file like TUTORIAL.ja, the Local Variables: section
can specify a preferred charset. Wouldn't this address the issue for
non-Japanese users? Something like this, say:
;;; Local Variables:
;;; coding: utf-8
;;; eval: (set-charset-priority 'japanese-jisx0208)
;;; End:
Or perhaps we can come up with a better way to specify a file-local
charset priority.
