Oh, very good, thanks a lot.
My agenda command is now:

| ("v" "Vocab" tags "VOCAB" ((org-agenda-filter-preset '("+VOCAB"))(org-agenda-todo-ignore-with-date nil)))

and the "global" agenda filter preset is
