In the readme.w32 file, the url for the GTK dlls should point to 

http://www.gtk.org/download/win32.php now; the current url listed does
not work.  And it appears that you can only get the png and zlip dlls
from the GTK site.

Where did you get the jpeg, tiff and other libraries, please?

This is already fixed on the trunk, but since no one thought there
will be another Emacs 23.x release, the README file there was never
updated.

GnuWin32 is one place.
