Hi

When I do a mouse scroll (using the mouse wheel or the scroll bar) the
cursor position changes. How to get rid of that?

This is what I have:

GNU Emacs 23.2.1 (i486-pc-linux-gnu, GTK+ Version 2.20.0)
 of 2010-12-11 on raven, modified by Debian

If you mean that Emacs always keeps the cursor in the displayed
portion of text, then you can't get rid of that.  It's a basic feature
of Emacs display engine design.
