Gnulib recently generalized the spelling of its _GL_ prefix (now it's
configurable), and this is implemented with a new substitution
@GUARD_PREFIX@.  I propagated this into Emacs as follows.  This is
tested on Fedora 14.  I noticed lib/makefile.w32-in needed a change,
and installed that too; I haven't tested that part, though.
