In gnulib-using projects such as coreutils, the standard name for this directory is 'build-aux'. Of course we can use whatever name we like, but it might be better, for the sake of communicating with other projects, to call it 'build-aux' here too. Once the directory is created (under whatever name), I plan to move several gnulib-generated files into the directory, so as to better separate porting concerns from mainline concerns. This has been on my list of things to do for a month or so, and it's a nice coincidence that the need is coming up for another reason. Under this proposal the following top-level files would be moved to build-aux: arg-nonnull.h c++defs.h compile config.guess config.sub depcomp install-sh missing mkinstalldirs move-if-change warn-on-use.h thus cutting the number of top-level regular files from 26 to 15.
