Yes, who enables it. Presently it's enabled by default, it's set to 
`always'.
With Emacs 23 the default is nil, that's better.

Also value of `only shift-selection or mouse-drag'
seems a reasonable default, `always' not.

Maybe it's not KDE-related though.
