You need to install the development packages for most of GTK, Freetype,
and some other libraries as well as librsvg itself, then configure Emacs
with --with-svg. Then, with all the DLLs for the libraries you
installed in your PATH, and no conflicting DLLs elsewhere in your PATH,
you can view some SVG images, images with text that has been rotated or
stretched usually causes a crash deep within the Freetype library or its
dependencies.
