I have noticed that bootstrapping CVS head (on Cygwin and GNU/Linux) 
creates the empty directory '.emacs.d' in the users's HOME.

Is this to be expected?

Usually, in my '.emacs' I have

(setq auto-save-list-file-prefix nil)

to avoid that, so I have to remove manually it at each bootstrap.
