I would see it working the same way as the code that has been merged from Gnus already, where the Gnus folk continue to offer their own packages for XEmacs and older versions of Emacs that include the files that were merged into Emacs plus any compatibility code that has been modularized and doesn't need to be in the Emacs repository.
