What do you mean "Can't pop down"? When I try this hitting cancel or
ok both close the window and hide emacs. Then there's an error:
Debugger entered--Lisp error: (error "AppleScript error 1")
do-applescript("choose file")
eval((do-applescript "choose file"))
eval-last-sexp-1(t)
eval-last-sexp(t)
eval-print-last-sexp()
...
What should the behavior be with this applescript?

It doesn't disappear even if I click the "Cancel" or "Choose" button.
It seems to be Leopard-specific.

This likely indicates a problem with the ns-do-applescript
implementation when modal dialogs are presented.
A work-around for the particular case is to use ns-open-file.
I believe the purpose for ns-do-applescript was to send outgoing
Applescript to other applications, so I'm unsure how important the
general use-case is, but in any case the bug should be fixed or the
ns-do-applescript function removed or disabled.

This seems to be fixed in El Capitan (and I imagine, some amount of
releases before this). I'm going to mark this as unreproducible, but
someone please let me know if this still exists. If no one responds in a
few weeks, I'll close this bug.

Steps to reproduce:
1. $ Emacs.app/Contents/MacOS/Emacs -Q
2. (do-applescript "choose file") C-j
Result:
Can't pop down the "Choose a File" window.
