Subject: Cygwin display time issue

After getting Emacs to build and run under Cygwin using Lucid instead of 
GTK, I noticed that (display-time) is off by 4 hours (time zone issue?) 
  The default Cygwin emacs (/usr/bin/emacs) (21.2.1) gets it correct so 
I don't think there is simply an environment issue.
