Can anyone explain to me why there is a "'" before some defcustoms in
socks.el, like
'(defcustom socks-server-aliases nil
...
How does that work? Does it work?

My guess would be that someone used that as a way to comment out that code.
There are defuns treated that way also in socks.el.
