Try sending mail with thunderbird and see if you get the same delay.
Tbird's easy to set up. Even downloading and installing it takes no
more than a couple minutes. (I was amazed.) Of course if you get the
same scenario with tbird, then it's likely the mail server. Otherwise
you're looking at an issue with emacs.
