* Clicking text button with mouse-1 on w32

If I insert a text button like this

   (insert-text-button
    "Some page"
    'action (lambda (button)
              (browse-url
               "http://somepage.net/"))
    'face 'button)

the link is not clickable with mouse-1 which is the default mouse button 
to use for applications on w32.

Do I misremember/misunderstand, did we not decide that this should work?
