* Better comment-dwim with semantic-ctxt?

Would be possible ask the semantic-ctxt if we are standing at a one-
line variable/function declaration/definition and if so insert an end-
of-line doxygen comment? I know that srecode already has some logic
for this. Maybe it could be tweaked in this way.
