You can do something like
(define-key emacs-lisp-mode-map [menu-bar emacs-lisp] nil)
but be aware that modes might also use `menu-bar-update-hook'. In my
.emacs I have
(global-set-key [menu-bar buffer] nil)
(remove-hook 'menu-bar-update-hook 'menu-bar-update-buffers)
because I don't want a buffer menu.
