From what you have told us it looks like when - there is no way for Emacs to send the bug report itself - and there is no system mail client that can be used then Emacs pretends it still has sent the message. That is of course a bug that should be removed if it is possible. Though I am not at all sure what is happening on your system. On my w32 system mail-user-agent is 'sendmail-user-agent. However when sending bug reports `mailclient-send-it' is used to send the message. You said you know how to fix it. Do you mean you have a solution for how to fix this bug in Emacs?
