So on these systems one needs a GNU-compatible 'make'. I didn't think it worth the trouble to work around the problem of using a 'make' that isn't GNU-compatible on a filesystem that isn't POSIX-compatible. If someone wants to take the extra trouble to address that issue then more power to them. I am still of the opinion that this whole thing is a mistake and that we should stick with what Emacs 25 and 26 do, as that's simpler and will avoid problems such as the one you mention.
