* no english tutorial with windows version

Dear Emacs

when i  try to open the tutorial, i am told there is no filename 
TUTORIAL in the etc folder (which there isn't). When I try to open it 
via the (choose language) option, when I select English, I get an empty 
file. If I select another language, it works just fine. I downloaded the 
emacs_22.1_bin_i386.zip version

Hi,

I am not an Emacs developer, just a simple end user. I have a fresh
installation from the same(?) .zip and it works fine for me.

Where did you downloaded the install .zip from? It looks a bit strange
for me, since I have emacs-22.1-bin-i386.zip (be aware of "-" instead
of "_"). Did you use http://ftp.gnu.org/pub/gnu/emacs/windows/?

How did you "install" it? I made a simple unzip (...) and got C:
\Program Files\emacs-22.1\etc\TUTORIAL fine.
