At Eric Hanchrow's request, I've just added a tag to the git mirror:

   http://git.sv.gnu.org/gitweb/?p=emacs.git;a=summary

The new tag is named EMACS_PRETEST_22_1_91_git, and selects exactly
the same content as EMACS_PRETEST_22_1_91, with the addition of
also selecting nt/emacs.manifest from master.

nt/emacs.manifest should already be selected by EMACS_PRETEST_22_1_91.
It wasn't for EMACS_PRETEST_22_1_90, but that bug was fixed.

Thanks for letting me know.
For now, I'm applying the band-aid and creating another tag,
EMACS_PRETEST_22_1_92_git, that also covers nt/emacs.manifest.

FYI, this is probably due to a bug in "git cvsimport" or in
the cvsps program it uses behind the scenes.

The problem is due to a misuse of cvs.  The file was manually connected
to the EMACS_22_BASE branch by modifying the branch tag, instead of
properly using cvs add.

I suggest you read the CVS manual, before making judgement on what is
