The doc-string of `customize-changed-options' says:

   "Customize all settings whose meanings have changed in Emacs itself.
This includes new user option variables and faces, and new
customization groups, as well as older options and faces whose meanings
or default values have changed since the previous major Emacs release."

The variable `line-number-display-limit-width' has been introduced in
1999 but is customizable only since Emacs 22.1.  Should such a variable
be considered a "new user option variable" for Emacs 22.1, that is,
should it have "22.1" in its cus-start entry?
