There is no description of what a list means. I assume that if KEYWORDS 
is a list then it is treated as if it where all in one big list, but I 
am not sure.

Besides the description of a single KEYWORD is not very precise.

It means a bunch of alternative highlighting rules.
`font-lock-maximum-decoration' can then be used to chose which one
you want.

That's describe in `font-lock-keywords'.

I'm not sure how to adjust the docstring to make those things clearer,
so suggestions welcome,
