Yes, but the effect is subtle, since most of the "filling" effects of
fill-paragraph are performed automatically due to automatic line
wrapping in longlines-mode. One way to see that fill-paragraph really
does something is to enter multiple spaces between a pair of words:
longlines leaves these spaces alone, but doing M-q replaces these with
a single space.
