I am not the one to tell the difference in Emacs itself, since I never
really used 21. As I understand it the html-mode is much better.
See however http://www.emacswiki.org/cgi-bin/wiki/NxhtmlMode. It
includes multiple major modes and a new mode for xhtml, derived from
nxml-mode.
