This occurs if you have cygwins libX11.dll in the path.
I dont understand why the windows version of emacs would try to load libX11
but if its there then the process freezes.

Image support. I think libX11 was used by some old image libraries.
Did you compile your 22.1?

More likely it is other libraries in the same directory that are causing
the problem (eg, image libraries). In general Cygwin libraries are not
compatible with non-Cygwin programs.
Cygwin gives the advice not to put the Cygwin directories on your system
PATH for exactly this reason.

Actually, cygwin seem to have renamed all their libraries to cygX11.dll
etc, to avoid the problem.
What version of Cygwin are you using? Perhaps it will help to upgrade.
