I did a test on latest CVS Emacs on w32:

- opened a file in Emacs.
- (verify-visited-file-modetime (current-buffer)) => t
- did "touch file" (outside of Emacs)

Now I got

- (verify-visited-file-modetime (current-buffer)) => nil
