Here it is: You need the gnuwin32 patch.exe in your path. Then do emacs -Q Open the file the-patch.diff. Create a new buffer with C-x b. Insert the file file-to-patch.txt in this. Then from the menus select Tools - Apply patch - To a Buffer ... Choose the patch and buffer to patch from above.
