In most editing modes, the tab key indents to what it thinks is the correct indentation length for that line (in that mode), which means that pressing tab again will just indent to the same place. For programming modes, you want to figure out why emacs's idea of the correct indentation is different than yours. How you do this may depend on the mode you are in (i.e., what type of file you are editing). You may need to be more specific if you want more detailed help. Alternatively, you may want to look at the documentation for the mode you are working in.
