For Emacs 21.3 (released), bug-gnu-emacs@gnu.org is correct. For Emacs 21.3.50 (CVS), emacs-devel@gnu.org is correct. In both versions, M-x report-emacs-bug does the right thing. -- Kevin Rodgers
